The International Football Association Board (IFAB) has officially approved a sweeping package of law changes set to come into force at the FIFA World Cup 2026. The reforms focus primarily on expanding the authority of VAR and clamping down on time-wasting — two areas that have sparked fierce debate across the global game.

With football’s showpiece tournament set to take place across the United States, Canada and Mexico, the new regulations aim to make matches faster, fairer and more transparent.

Expanded VAR Powers

The headline change is the broader use of the Video Assistant Referee (VAR) system. Until now, VAR intervention has been limited to four key scenarios: goals, penalties, straight red cards and cases of mistaken identity. From FIFA World Cup 2026, that remit will widen.

Disputed corner decisions. If a referee incorrectly awards a corner or a goal kick, VAR will be able to intervene swiftly — without necessarily requiring an on-field review at the monitor.

Second yellow cards. In cases where a potential error leads to a second booking and subsequent dismissal, VAR will now have the authority to step in. This marks a significant shift in disciplinary oversight at the highest level.

Crackdown on Time-Wasting

IFAB has also introduced strict time limits for several common match situations in a bid to eliminate so-called “anti-football” tactics.

Throw-ins. Players must restart play within five seconds of the referee’s signal. Failure to comply will result in possession being handed to the opposition.

Goal kicks. Exceeding five seconds will now lead to a corner being awarded to the opposing team — a potentially game-changing sanction.

Substitutions. A substituted player must leave the pitch within ten seconds of the board being raised. If the rule is breached, the incoming player will only be permitted to enter the match after a one-minute delay.

Medical treatment. Any player receiving on-field medical assistance will be required to remain off the pitch for at least one minute before returning to action.
